This study aimed to describe the effectiveness of the management model Illiteracy eradication program (PBA) based on the type of work as dimensions of empowerment Citizen Learning (WB) in Tangerang Regency. The study population of 200 WB in Tangerang district, samples were taken with saturated sampling technique as much as 60 respondents. The study was conducted in May and October 2015. The procedure of the research using combined methods, namely qualitative and quantitative approaches. A qualitative approach was used to describe the actual conditions of the learners and quantitative approaches used to test the effectiveness of the models developed by using a quasi-experimental design with one group pretest-posttest. PBA management model development program associated with the type of work (job) is more emphasis on self-empowerment dimensions (self-empowerment). This study shows the results: first, have a concordance rate of WB needs based on the type of work as a form of empowerment increased knowledge and skills; second, in accordance with the conditions of social, economic, cultural and local resources; and third, the significance of the PBA program management model developed impact on the WB that had the motivation to learn and strive for synergy between work and literacy education. Expected to appear an empowerment, ie "altered consciousness and willingness changed" from themselves and/or with others according to the type of work they have for a better life.
