The research raises the empowerment role of scavengers. Work scavenging communities regarded as a job that has no future potential, but in fact the number of scavengers growing bigger every year. This study aims to describe the socio-cultural factors that shape the work ethic, and workflow scavengers in categorizing thrift as a  source of information and support materials for learning. The method used in the study was a survey with a qualitative approach supported by quantitative data. Data collected consist of primary and secondary data. Primary data was collected by questionnaire and in-depth interview, while secondary data obtained from documents and documentation Pamulang area 2. When the study from August to November 2015 and resumed in January-March 2016. Respondents were 48, 126 the number of scavengers scavengers of exist in 12 locations of shanties / Bandar were spread in the region Pamulang 2 by using the techniques of the stage (Cluster Random Sampling). Pamulang 2 scavengers in the area dominated by adulthood (61.9%), teenagers (28.6%), and children (9.5%).Results of research and empowerment shows that almost all scavengers judge good job because economically scavengers can be used as a primary source of income. Skill and dexterity in scavenging becomes a big capital gain mulung more products. But the factor of local knowledge and dimensions wisdom in scavenged also be a success to get a better income. Suppose that in the process of collection and sorting of used goods is done manually, which sort out one by one material by hand and grouping, then packed in sacks were great. Factors of local knowledge and dimensions of wisdom in scavenging are also a source of learning in the school community.
